
MSgt Montalvo’s commitment and courage as a military engineer are a testament of his dedication to his military service. Octavio led 35 personnel as the Non-Commissioned Officer in Charge of the Water and Fuels System Maintenance (WFSM) Shop. He trained Airmen in their jobs as WFSM specialists, analyzed water and sewer system designs, identified in-house work requirements, led WFSM projects on base, and guided and monitored contractors. Most notable, MSgt Montalvo oversaw the largest sewer break in Langley’s history. He organized 32 personnel for 24-hour operations and managed 84 lift stations. He ensured the base remained open for 18,000 personnel and its missions. Octavio also bench-marked the Civil Engineer Operations Flight’s 5-Year Maintenance Plan, which became an Air Force “Best Practice” and used by Operations Flights around the Air Force.
MSgt Montalvo had a huge and positive impact on everyone in the squadron with his outstanding work ethic and wonderful attitude. Not only was he a Combat Engineer, Octavio was also an Airmen Dorm Leader, where he led over 800 dorm residents, operated an 8-building/820-room dorm campus, and oversaw furnishing inventory for the Air Force’s newly Enlisted personnel coming directly from Basic Military Training. He led the dormitory maintenance team, where he executed over 300 work orders and oversaw four major projects costing 5-million dollars. Due to his initiatives and leadership, the Dorm Team help garner the McAuliffe Housing Excellence Award…one of the highest Housing Awards in the Air Force.
MSgt Montalvo deployed to Prince Sultan Air Base (PSAB), where he led 34 personnel in a five billion-dollar beddown which established the first PSAB mission in over 16 years. He helped recover from a two million-dollar shortfall, where he teamed up with the local government and devised an in-house water delivery ops and he saved over $250,000 in outsourcing cost. While deployed, he was also the architect for the base utility grid expansion, where he led 8 personnel in designing a 3.7 million-dollar water transfer system, which eliminated a four-million dollar service contract.
Octavio thrived in any position and concurred all challenges presented to him. His actions cemented the 633d Civil Engineer Squadron earning the Air Combat Command’s 2019 Best Civil Engineer Squadron Award. MSgt Montalvo enthusiasm and devotion to service was unmatched. His presence will forever be felt in the squadron he proudly served in. He will deeply be missed by all.
Octavio was funny, he loved to laugh and have a good time, He loved all types of music, loved the METS, loved playing video games and being of service to others. But his greatest joy was being a father to Xavier. Octavio is missed and loved dearly. He will forever be in our hearts.
